I ran into a similar issue. I made a new collection and that came before my latest created collection - and therefore the shortcut (number "2") - of my previous collection. So now my previous collection got number 3 as a shortcut and I could not change the order. They are orders by name when created, but cannot be altered afterwards it seems. I would really like to see this change. I sent a mail to support about this.
