Instruments • Using simply C:/PlugIns as plugin location apparently a bad idea?

I've been away from Windows for about six or seven years (fell in love with iOS/iPadOS for everything including music creation/production).

To simplify various things, I always (on XP and 7) used to use the above stated directory for all plugins.
Now....I'm seeing more and more, various plugins putting bits and pieces all over the system, including presets (even Charlatan's preset folder...heck, its in the hidden Program Data folder), etc.
There have been a couple of VSTs that simply refused to allow me to install them to C:/PlugIns at all. Not to mention many install instructions explicitly stating to make certain to put all or this or that into a folder with read and write ability.
I don't recall ever having such a thing going on with even Win7.
I had no idea that C, in general, does not have full read/write (security thing, I'm guessing?).

A (non-music) buddy of mine told me I ought to put any such thing in my User folder at least.
Simple answer?

A better one?
